Responsibilities:
Position Summary:
The Financial Systems Analyst is responsible for providing strategic financial management and budgetary analysis to support organizational objectives. This role involves advising on budget preparation, analyzing financial data, and developing financial guidelines and policies. The Analyst will work closely with stakeholders to coordinate financial activities, manage multiple funding types, and ensure financial compliance and alignment with organizational goals. The ideal candidate will possess strong analytical skills, financial management expertise, and experience with the Navy Working Capital Fund business model. This position is ideal for a detail-oriented and analytical professional who is adept at navigating complex financial environments and making strategic recommendations to enhance organizational financial health. Three (3) years of experience providing financial management support to a program/project and/or corporate operations department
Key Responsibilities:
1. Budget Preparation and Analysis:
Provide expert advice and technical assistance in the preparation of annual budgets.
Examine budget estimates and proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives.
Conduct cost-benefit analysis to review financial requests, assess program tradeoffs, and explore alternative funding methods.
2. Financial Management and Reporting:
Manage finances across multiple funding types, including tracking budgets, costs, and variances.
Produce executive summaries, conduct financial reporting, and analyze financial issues to meet customer requirements.
Develop and propose courses of action (COAs) and recommendations for financial issues.
3. Policy Development and Implementation:
Develop guidelines and policies governing the formulation and maintenance of budgets.
Research economic and financial developments that affect the organization's spending patterns.
Interpret and apply financial management principles, techniques, policies, and regulations aligned with organizational strategic goals.
4. Training and Coordination:
Conduct training sessions for company or government agency personnel on new budget procedures.
Coordinate financial activities across various stakeholders to ensure cohesive financial planning and execution.
5. Research and Analysis:
Employ research methods and statistical analysis to provide data-driven insights for budget formulation and financial management.
Utilize financial/analytical software tools, such as spreadsheets, to support data analysis and reporting.
6. Collaboration and Teamwork:
Work as part of a team in the delivery of financial products or services.
Collaborate effectively with cross-functional teams to ensure alignment of financial strategies with overall organizational goals.
Qualifications:
Qualifications:
Bachelor's degree in Finance, Accounting, Information Systems, or a related field.
3 years of experience in financial systems analysis, accounting, or a related role.
Proficiency in financial software (e.g., SAP, Oracle, NetSuite, Microsoft Dynamics) and data visualization tools (e.g., Power BI, Tableau).
Strong understanding of finance and accounting principles.
Excellent analytical and problem-solving skills.
Experience with SQL, VBA, or other programming languages is a plus.
Strong communication and interpersonal skills to collaborate effectively with stakeholders across the organization.
Ability to manage multiple projects and prioritize tasks in a fast-paced environment.
Must POSSESS and be able to maintain a Secret clearance
Preferred Qualifications:
Experience providing financial services to DoD customers.
Advanced degree (MBA, MS in Finance or Information Systems).
Professional certifications (e.g., CPA, CMA, CFA, or similar).
Experience in system implementation or migration projects.
