About the Project

The Ministry of Health and Family Welfare (MoHFW) has launched the Metropolitan Disease Surveillance Strengthening component under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM). This initiative, supported by the World Bank through the Transforming India’s Public Health Systems for Pandemic Preparedness Program (PHSPP), covers 20 cities across India. PATH has been selected as a key partner by the World Bank in establishing a Technical Support Unit (TSU) to provide expert guidance in the design and implementation of this initiative. The TSU will provide strategic direction and technical support for the initial two years of the program, leveraging global experience and best practices to strengthen metropolitan disease surveillance. The primary objective is to facilitate operationalization, address challenges, and promote innovations as global public goods.

Position Overview

PATH is currently seeking a Consultant - Planning and Finance Management on Third Party Payroll (Randstad).

The Consultant - Planning and Finance Management will be instrumental in guiding the strategic implementation, monitoring, and enhancement of the metropolitan disease surveillance program. This role involves collaboration with national health authorities, stakeholders, and technical partners to ensure the program’s success and sustainability. The Consultant will lead initiatives aimed at improving planning, financial management, and sustainable financing for public health interventions across metropolitan cities.

Reports to: Lead - Technical Support Unit

Key Roles and Responsibilities

  • Strategic Planning and Budgeting: Assess cost norms from global metropolitan cities and provide recommendations for realistic planning and budgeting of activities for the metropolitan disease surveillance program.
  • Funds Flow and Financial Systems: Evaluate the existing funds flow systems of the program, identifying areas to improve efficiency and transparency in financial management.
  • Financial Reporting and Accountability: Analyze the accounting and financial reporting mechanisms to enhance timeliness, accuracy, and accountability in financial reporting.
  • Sustainable Financing Solutions: Develop strategies for ensuring sustainable financing for metropolitan surveillance units post-PM-ABHIM, ensuring the long-term financial viability of the program.
  • Capacity Building: Provide technical assistance and capacity-building support to finance and administrative teams within metropolitan surveillance units to enhance financial management practices.
  • Monitoring and Evaluation: Develop and implement monitoring tools to track the financial performance of the program, ensuring alignment with planned budgets and timely disbursement of funds.
  • Policy Recommendations: Collaborate with government counterparts to provide policy recommendations aimed at strengthening planning and finance management for metropolitan disease surveillance.


Qualifications and Experience
  • Education: Bachelor’s degree in finance, accounting, economics, or a related field. A Master’s degree or professional certification (e.g., CPA, CMA, CFA) is a plus.
  • Experience: Minimum 10 years of experience in planning, financial management, or related roles within public health, international development, or government sectors.


Essential Skills
  • Communication: Exceptional verbal and written communication skills in English and Hindi, with the ability to convey complex technical information.
  • Project Management: Strong organizational and project management skills, with the ability to manage multiple tasks and deadlines effectively.
  • Technical Proficiency: Proficiency in MS Office (Word, Excel, PowerPoint, Outlook), familiar with financial management software and digital tools for data analysis.
  • Stakeholder Engagement: Demonstrated ability to work collaboratively with government counterparts, donors, and development partners at national and state levels.
  • Health Systems Knowledge: Comprehensive understanding of India’s health system, particularly in the context of disease surveillance and key national programs like NHM, Ayushman Bharat, PM-ABHIM, and others.
  • Flexibility: Willingness to travel up to 30% of the time for program-related activities.
